At midnight on the 11th of January 2024, Vermont became the latest US state to allow online sports betting sites to legally open their virtual doors. Bill H127 states that up to six sportsbooks have the potential to go live. However, only three online sportsbooks are currently available, including established powerhouses Fanduel and DraftKings.

As it stands, in-person sports betting will remain illegal across the Green Mountain State. Plus, you’ll also have to bear in mind that the gambling age in Vermont is strictly set at 21. In order to comply with the laws and legislation, new users will be required to pass verification checks that help to confirm their identity before registering at a top site or downloading a sports betting app in Vermont today.

Bill H127 explicitly states that all lottery winnings, including those from sports betting in Vermont, will be taxable as income. Although difficult to tell at this early stage, state predictions suggest that an initial annual revenue of between $2-3 million is possible. Over time, this could rise to $10-15 million per year. All funds will help to support the Liquor and Lottery Department – more specifically, the Garden Mountain state’s problem gambling fund.

A brief history of sports betting in Vermont

The road to legalizing online sports betting in Vermont hasn’t been so straightforward. As you’ll see, there have been numerous failed attempts since things started out in 2019.

2019

Bill H484 was introduced in 2019. The bill aimed to legalize online and retail sports betting in Vermont. However, it was read just once in a House committee and never followed up.

2020

In 2020, two sports betting bills came to light. Bill S213 proposed a mobile-only sports betting scene. Instead of the $5,000 fee attached to the DFS market, a 10% tax would now be applied. The same would then be used to tax sports betting. This Bill was overlooked after its first reading. Secondly, Bill S59 was introduced in March 2020. This Bill was passed through the Senate to the House but never went any further.

2021

Things start to take a little more shape in 2021. In February, SB 77 was introduced, proposing the legalization of sports betting under the Department of Liquor and Lottery. It would allow up to six sports betting sites in Vermont to open their doors. The bill is read but does not progress any further. By June, Vermont passed HB 313 – an act related to amending the laws surrounding alcohol that also requires a study on sports betting to be performed. In October, a full study was completed detailing the potential revenue and taxation of sports betting across the state.

2023

In February, over a year after any further updates, a sports betting proposal was put forward and moved through the house. Bill H127 would allow for between 2 and 6 sportsbooks in Vermont to open. However, it would also unify the legal age of daily fantasy sports players and sports bettors at 21. By May, the Bill had passed the Senate. In June, it was confirmed that Bill H127 had been approved – the bill was then signed into law by the Senate, Gov. Phill Scott.

2024

January 11th saw the very first sportsbook in Vermont launch. This included two renowned platforms – DraftKings and Fanduel – who had already established themselves to sports fans as a daily fantasy sports operator. There is still potential for a further three online sportsbooks to launch later in the year.
